「特別会計を丸裸にする!」という、蓮舫行政刷新担当相の大号令で始まった事業仕分け第3弾。ターゲットは、「巨額」でありながら、その実態は明らかでなかった国の第2の財布「特別会計」だけに、初日から仕分け会場では、挑発や反発、怒りが交錯した。仕分け人の蓮舫行政刷新担当相の「特別会計、丸裸にして、省庁や官僚のためではなくて、国民のためになっている特別会計なのかどうなのか」という大号令で幕を上げた、事業仕分け第3弾。一般会計と違い、監視の目が届きにくい「特別会計」に、仕分けのメスが入った。仕分け人の民主党・長島一由衆院議員は「10年前から、コメの消費が7〜8%落ちているんですね。消費量が減った分、(備蓄量を)減らせば、大体7〜8億円減るんじゃないか」とただすと、筒井信隆農水副大臣は「備蓄米は、食料安全保障を目的に設置されている制度です」と反論した。紛糾したのは、備蓄米についてだった。埼玉・日高市にある倉庫の中には、6メートル以上の高さにまで政府米が積み上げられていて、全体で5,800トンにもなる。特別会計の「米管理勘定」から支出される備蓄米の管理費は、1万トンあたりおよそ1億円かかり、仕分け人は、現在の備蓄量100万トンを引き下げることで、経費削減できないかと探った。しかし、筒井農水副大臣は「100万トンじゃ少ない! 安全保障としては、300万トンにすべきだという提起をして、インデックスにそう記載をしておりました」と反論した。実は、民主党の「政策インデックス2009」には、「300万トンの備蓄体制を確立する」と明記されており、身内から政策の矛盾を指摘された形となった。筒井農水副大臣は「財源の点だけから考えたら、(備蓄量を)ゼロにすればいいんですよ! だけど、そんなことしていいのかと。国民の...」と述べると、蓮舫行政刷新担当相は「あの、すみません。1点いいですか? どれくらいの頻度で回転されていって、さばかれているのであれば、備蓄の部分の経費節減効果というのは出てくるのではないか。その100万(トン)の是非というのは、これ、もう1回議論した方がいいと」と述べた。筒井農水副大臣が、「5年程度たったときには、放出をしております」と反論すると、仕分け人の長島衆院議員が「国産米の備蓄と外国産米の備蓄で、両方で赤字を垂れ流しているのであれば、いっそのことですね、外国産米、MA(ミニマム・アクセス)米について、備蓄に組み込むと」と述べた...
